The Director
The Director is the leader of the Institution, overseeing both their legal and less-legal projects. Though mostly working from behind the scenes, she's begun to step out from the shadows a bit. Threatened by Nimona's shapshifting abilities, she's worked to have her captured or killed from the very beginning.
History
We see brief scenes of the Director every so often at her office at the Institution of Law Enforcement and Heroics, but very little is known about her past. She promoted and later demoted Goldenloin from the Champion of the Realm, as well as supplying him with his armor upgrade. The Director also founded the Institution's program of experimenting with occult substances, including the jaderoot storage that Ballister and Nimona found out about. When Nimona teases her about being a goblin, she replies with "that's none of your buisness" and then a good old "Shut up," perhaps impling that she too was a lab experiment, though no other evidence is given.
